Still Rising was created to provide clear, accessible information about the legal options available to survivors, so you can better understand what’s possible and make decisions at your own pace.

This guide does not tell you what to do. It provides information so you can decide what is best for you.

Still Rising is a comprehensive guide that explores:

  • What to expect from each process
  • The realities, challenges, and limitations of the legal system
  • Other avenues for accountability and support
  • Key issues such as non-disclosure agreements, defamation, and institutional responsibility

It is grounded in the British Columbia legal system, but many of the concepts apply more broadly across Canada.

Why We Created This Resource

Many survivors lack access to clear, reliable information about their legal options.

Too often, people are left to piece things together on their own through fragmented resources, social media, or incomplete information.

This guide was created to change that.

It brings together legal expertise, case studies, and examples to make the process more transparent, more accessible, and more human-centered.

Rather than simplifying or idealizing the process, Still Rising aims to be honest about what survivors may experience, while also outlining the legal options that exist.

About the Authors

Still Rising was developed by Hammerco Lawyers LLP, with contributions and perspectives from legal, communications, and frontline experts.

Morgyn Chandler, Managing Partner at Hammerco, has dedicated her practice to advocating for survivors of sexual violence. Her twin sister, Kate Chandler, is a communications strategist focused on making complex, sensitive topics more accessible.

The guide also includes contributions from frontline experts. These include a chapter that inspired the book’s title, “Still rising—cultural safety through Indigenous eyes and experience,” by Guest Contributor Lisa Scott, Executive Director, Cowichan Women Against Violence Society, as well as the foreword by Dalya Israel, Executive Director, Salal Sexual Violence Support Centre.

Together, they have created a resource that offers transparent information on the legal options available to survivors, with clarity, dignity, and care.
